Update
Recent update from the Local Exchange Carrier advise that the issue has been identified to be hardware related at the Central Office in the area. ETR provided is at 2:30AM PT.

We are in contact with Frontier and have escalated the issue. They have not yet given us an estimated time for resolution. We will remain engaged and provide you with the next update as soon as it is available.

Frontier has identified an outage affecting their internet service in CA. We have a handful of our circuits affected. They have not provided any ETR but we shall remain engaged with them until resolution is reached.
